"Whistle Blower" is the tenth episode of season two of Blue Bloods.

Synopsis

When Erin's confidential informant is murdered, she blames herself and enlists Danny to help discover who killed him.

Recap

Commissioner Reagan is giving a speech at NYPD Mounted Unit Graduation. He finishes the speech as his Deputy Commissioner of Public Information, Garrett Moore, gets a call and leaves the ceremony. In the city, construction workers outside of a building go on strike against Parker Rollins because their guys are getting killed. Commissioner Reagan shakes the graduates' hands and tells the story of his great uncle Teddy Reagan who was on the Mounted Unit. He leaves the graduates as Garrett shows him a viral video of a cop beating a civilian. Frank Reagan tells Garrett to have the cop's C.O. up to his office and leaves to head to his office.

One of the construction workers, Ray Milo, has an anniversary dinner with his wife. As they are outside, a man comes up to them with a gun and kills the construction worker as his wife yells his name. Danny Reagan asks a cop question as he comes onto the scene. Danny examines the body before leaving to meet his partner Jackie Curatola questioning Ray's wife. The wife answers their questions, and Danny leaves to talk to his sister, Erin Reagan, who came into the restaurant. Erin tells Danny that Ray was a confidential informant and that Ray was working for her.

Danny approaches Erin outside as she looks at dead Ray's body. He asks her what case she was working on, and Erin tells him she was building a racketeering case in the construction industry. Erin explains that Ray Milo was wearing a wire and reporting to his boss Dennis Driscoll. Danny tells Erin not to blame herself for Ray getting shot after convincing him to put on a wire.

A group of cops is watching the viral video of the cop beating up the civilian. Jamie complains to Sergeant Anthony Renzulli about the cops in the locker room laughing over the video. The Sergeant tells him to remember what he taught him, and Jamie's phone rings, and he sees Noble calling him before leaving the locker room. Frank walks into his office to see the officer on the video C.O. waiting for him and asks the man to tell him about officer Acosta. The C.O. tells Frank that Acosta is a good officer and role model to the other officers on the job. Franks tells Acosta's C.O. that he wants to hear his side of the story.

Danny and his partner Jackie go talk to Dennis Driscoll about Ray Milo. Jackie asked about the contractor Ray had beef with yesterday. Dennis tells them it was a guy that worked for Parker/Rollins and that they shut them down. Explains a guy who died in a wall collapsed, and Parker refused to correct the safety problem. Dennis tells him that the shutdown from his guys not working cost Parker $300,000. Erin goes see Rackets Bureau Director Peter Cavanaugh about Ray Milo. She tells him they need to ensure the leak did not come from this office. Peter tells her to give him a list of everyone working on the case with them.

Frank meets with Officer Acosta with his C.O and tells him he's allowed to have representation with him. Officer Acosta declines the offer. Frank asks Officer Acosta to tell him what happened. The officer said he approached a white man for openly smoking marijuana and told him to put it out and produce identification, and then the man reached for his weapon. So Officer Acosta stepped back and swung, hitting him with an open hand to later put him on the ground and cuff him. Frank tells him that six civilian complaints have been filed against him in the last two years. He tells Officer Acosta to hand it in there before leaving his police station.

Danny arrives at the construction building with his partner, Jackie, and they pass through the construction workers protesting with signs. They speak with Parker about the death of Ray Milo. Parker tells them that he was at the Contractor's Association Dinner last night when Ray was killed.

Erin Reagan works late at her office when her brother, Danny, stops by with food for her. Danny tells Erin that Parker and Driscoll have a solid alibi, and if they did kill Ray, they hired someone to do it. Ray's wife storms into Erin's office and accuses Erin of killing her husband. Plays a tape of Ray and Erin's meeting and storms out of Erin's office. Danny asks his partner, Jackie, what she got back at his precinct. Jackie shows a photo of a man around an abandoned getaway car. Jamie and his Sergeant leave a coffee shop when a woman throws her trash on the ground. Jamie tells her to throw it in the trash can but gets interrupted by his phone ringing. The woman tells them she's watching them and points to her phone.

Garrett goes into Frank's office and tells him the video has worsened. He tells him that Jerry Randall was behind the posting the video. Garrett asks him how he should do his job. Frank tells him to think outside the box. Danny meets with his informant about the guy in the picture. Tell Danny that the guy's name is Billy Reese, a third-generation goon. Danny asks his informant where he can find him, and his informant tells him the Reeses are out of Throgs Neck and they own a joint called the Sun Bright.

Erin is in her room at her house playing Ray's tape repeatedly. Nicky, her daughter, comes into the room and asks her mom if she got a man killed. Erin explains to her daughter what happened. Nicky asked her mom if she would catch the man who killed him. Erin tells her that she hopes so and pulls her into a hug. Danny arrives at Sun Bright with his partner, Jackie, and sees that the place is deserted. A man comes out from the back and tells them to get lost. Danny explains that he needs to ask questions, and Billy Reese throws a chair at him before Jackie and Danny chase after him. The guy gets on his motorcycle, but Jackie pulls the car around to stop him, and the guy flips over the car and falls into the street. Danny uses excessive force to cuff the guy.

Jackie interrogates Billy as Danny and Erin watch. Danny enters the interrogator room and questions Billy about Ray Milo's death. Erin enters the room and tells Billy the crimes that fit under the death penalty. Erin is in her office, and her dad, Frank, comes in to talk to her. Frank tells her a story about one of his informants and that he got killed. She tells her not to make it personal, and Erin tells him he was one of the good guys. Frank tells her to not beat herself up about Ray because it will not do her any good. Erin visits Ray's wife and tells her that they arrested the man they believe killed her husband. Ray's wife yells at Erin and tells her to stay away from her family and don't come back.

It's the Reagan family dinner, and talk about informants. Jamie says that surveillance is a double-edged sword and that Officer Acosta is a prime example. Erin enters the dinner table, apologizes for being late, and drinks wine. Frank goes into the kitchen to get her some wine as everyone jokes about Danny being a saint. When Erin walks in, Danny and Jackie check out a place on Billy's credit card statement. Erin tells Danny that the wife didn't care that they found who killed her husband.

Garrett has a meeting with Jerry Randall as they wait for Frank. Frank thanks him for bringing the video to the public attention, and Jerry tells him he was doing his job. Frank tells him that Officer Acosta's case will be tried but that the District Attorney will need the full unedited tape version. Frank hands him the subpoena for the unedited tape and tells him to run home and get the tape. Danny sees Erin in her office and hands her the gun that was found behind the liquor store that Billy was at. Erin tells Danny that Mrs. Milo was checking into a hotel under her maiden name, the same hotel that Billy had charged to his credit card.

Danny and his partner, Jackie, interrogate Billy Reese again. He tells Billy they found the gun with his prints on it and tells him to drop the credit card charges. Billy tells them who hire him--Parker to kill Ray Milo and that he must have been sleeping with Ray's wife. Danny tells Erin what he found out and that Mrs. Milo told Parker about the wire. Frank speaks at Officer's Acosta precinct about the unedited video. He tells them that Officer Acosta acted professionally and that if they do their job correctly, he will have their back. His C.O restores him to full duty, and Frank leaves the precinct. Erin talks to Mrs. Milo in the police station. She tells Mrs. Milo that she is to blame for her husband's death. She tells her about the hotel and how she registers at the hotel with her maiden name. Mrs. Milo admits to having an affair with Parker, but Erin tells her that she had an affair with the man who murdered her husband.
