Biography

In Legacy, Officer Witten stopped and questioned a man after witnessing him jaywalking. Officer Witten requests a form of identification from him, he refuses to provide it to her. Officer Witten proceeds to question him about his immigration status. The incident between Officer Witten and the man is recorded by people nearby. Officer Witten's question regarding the immigration status of the man violated one of Governor Mendez's orders. The man is identified as Joseph Rivera and arrested for his immigration status. Joseph Rivera panicks inside of his holding cell, because he is claustrophobic. Commissioner Reagan takes Officer Witten to visit Rivera in his holding cell. He tells Officer Witten to comfort Rivera by staying with him in his holding cell for a short while. Later, Commissioner Reagan orders the termination of Officer Witten from the NYPD. Commissioner Reagan orders her to be charged for "jail probation" and for her to be terminated for "bringing undue criticism to the department."[1]

Rachel Witten is approached by Commissioner Reagan in 2019 and rehired as an NYPD Police Officer. Witten works for the NYPD for two years before resigning in 2021.
