Officer Witten proceeds to question him about his immigration status. The incident between Officer Witten and the man is recorded by people nearby. Officer Witten's question regarding the immigration status of the man violated one of [[Martin Mendez|Governor Mendez's]] orders. The man is identified as Joseph Rivera and arrested for his immigration status. Joseph Rivera panicks inside of his holding cell, because he is claustrophobic. [[Frank Reagan|Commissioner Reagan]] takes Officer Witten to visit Rivera in his holding cell. He tells Officer Witten to comfort Rivera by staying with him in his holding cell for a short while. Rachel Witten was a Police Officer in the New York City Police Department. She served at the 65th Precinct before being terminated from the NYPD in 2018 for bringing undue criticism to the NYPD. She was rehired as a Police Officer in the NYPD in 2019 by Commissioner Reagan. When she was rehired in New York City, she served at the 29th Precinct. Edit Reagan was her partner until 2021. In 2021, Witten decided to resign from the NYPD due to the stress she experienced from her occupation as a police officer.
