Jimmy Burke was an Inspector in the New York City Police Department. He was the Commanding Officer of the 15th Precinct.

The Commanding Officer of the 15th Precinct since 2007, Inspector Jimmy Burke previously served in the 27th Precinct alongside Frank Reagan and even took a bullet for him.
Retired Commissioner Henry Reagan had the utmost gratitude to Burke for what he did for his son, but had no respect for the man who cheated on his wife.
In 2010, Inspector Burke was considered for promotion to Deputy Chief, and assignment as the Deputy Commander of Patrol Borough Manhattan South. However, it was revealed Burke had been falsifying the crime statistics for his precinct's CompStats. Commissioner Reagan allowed him to retire rather than face demotion to Captain and reassignment to the 125th Precinct in Staten Island.
