Garrett Moore was appointed New York City Police Deputy Commissioner of Public Information. He also serves as Chief of Staff to the Police Commissioner. He gets on Frank's case a lot about stuff he should do, but he doesn't. He has a seat at the table in Frank's daily meeting with the NYPD hierarchy. He is one of Frank's trusted advisers.
