Frank Russo aka "Robert Levitt" is the Mayor of New York City during Season 1.

Throughout Season 1 he is credited as Mayor Frank Russo, however in the Season 3 episode Men in Black he's credited as Robert Levitt. This is one of the many other Continuity Errors in the show.
