Biography

Early Life

Not much is known about his life before serving as the Chief of Department.

Career

Chief of Department Arbogast worked out of One Police Plaza for several years before being forced to resign. Over his years of service, he received several service awards. He was a staunch ally of Commissioner Reagan. His record in the NYPD was spotless until he was drawn into a scheme of Bureau Chief Amanda Harris. He was subsequently blackmailed with footage of himself and an escort. After compromising a case and the NYPD, Commissioner Reagan had him resign to punish him and avoid departmental discipline which would embarrass the NYPD.
