David Ramsey is an American actor and martial artist, best known for his role as John Diggle "Spartan" in Arrow and The Flash. He's also known for his role as Anton Briggs in Dexter. From 2011 to 2017 David had a recurring role in the CBS crime drama television series Blue Bloods as the Mayor of New York Carter Poole from Season 2 to Season 7.
